How many reference letters does a scholarship application need, and when must they arrive? Across the eight scholarships we have verified, the answer runs from 2 letters (Chevening, Knight-Hennessy, HBKU) to 3 or more (KAUST, MBZUAI, Fulbright Egypt, and 3 for Oxford’s DPhil in Engineering Science). At Oxford, Knight-Hennessy and KAUST, referees submit their letters online themselves, through a link or account the application system gives them.
The table below puts each provider’s rules side by side, from the official pages, checked on 24 September 2026. Rules for Clarendon and HBKU depend on the course or college, so we show the example we checked.

Three differences that change your plan
Two schemes need two sets of letters
Knight-Hennessy says its own recommendations are “typically the only recommendation letters” it reviews, separate from those for your Stanford degree programme. You may use the same people for both, but Knight-Hennessy asks for letters tailored to each (knight-hennessy.stanford.edu). Gates Cambridge adds a third, scholarship-specific reference on top of the two academic references for your Cambridge course, and its FAQ confirms that one of your course referees may also write it (gatescambridge.org).
You can submit before the letters arrive
Two providers say this in writing. Knight-Hennessy: “Do not delay submitting your application because you are waiting for a recommendation letter.” Oxford: “You do not need to wait until your referees have provided your references to submit your application.” For the DPhil in Engineering Science, the department may start assessing your application if two of the three references are in by the course deadline. Chevening only needs the letters if you are shortlisted for interview.
Some letters are really supervisor evaluations
For Fulbright Egypt’s PhD Joint Supervision track, the two supervisor letters are not general references. Each must evaluate your thesis proposal. The Egyptian supervisor also approves your travel to the U.S., and the U.S. co-supervisor describes the facilities you will use (fulbright-egypt.org).
Steps
- Count the letters for each application from the table above and the course page. For Oxford and Cambridge, the course page decides the number.
- Ask each referee in writing, with the scholarship name, the official deadline and the time zone it is stated in.
- Register referees in the portal as early as you can. Oxford and Knight-Hennessy send the request email only after you register them.
- Tell each referee what the provider wants covered. Gates Cambridge asks its referee to rate you on its four criteria: intellectual ability, reasons for your choice of course, commitment to improving the lives of others, and leadership. KAUST asks recommenders to say how they know your work, give comparative statements such as “top 1% of class”, and comment on your research ability.
- Check each letter’s status in the portal before the deadline.
Our advice: put the deadline in your referee’s own time zone in your request. A professor in Cairo reading “11:59pm UK time on 8 December” may not realise it is already 01:59 on 9 December in Cairo. Our deadline time-zone guide has the conversions.
